stains on the concrete garage floor

Man, my client's big concrete garage floor is quite odd

We're seeing these weird, unusual stains pop up everywhere. We've tried our usual heavy duty cleaners, and it helps for a bit, but then they just keep coming back, or new ones show up overnight.

It's not like typical oil or tire marks, these look kinda dark and splotchy, almost rusty in some spots.

Our usual floor guys are stumped, they're saying we need to get a full on concrete specialist out here, but I heard it could be something simple like a reaction with something in the concrete itself.

Anyone got any ideas? This thing is killing us, trying to figure it out!
 
DOn't get me wrong, but I have to ask. You did the concrete and you did everything right? This could be moisture or some kind of chemical reaction. After cleaning, does the floor look good or are we talking stains you cannot remove at all?
