Stepped foundation questions!

recently I inherited some land in the countryside, and am building a house there now. I want to ask you guys about the stepped foundation.
So, the ground slopes down 18 inches over a 40foot length, and I want my foundation to be 6 inches above the ground. I want to use a cripple wall on top of the foundation to make it easier to run pipes. So, should I step it down when the foundation height reaches 12 inches and then go back to 6 inches above grade?
What's the simplest way to step my foundation so it's level and works well with the slope and my cripple wall. Any advice from someone who's done this before would be great!
